simuv2 is the orginal torcs simulation. v2 was forked on version 4, this version taking into account only the modifications made to speed-dreams. Version 4 is the official version

If you are talking about going back to the start line, I think that it was just more convenient to reload the whole race rather than reset all the conditions. ie damage, fuel, etc.
